Directly responsible for assuring compliance with the Emergency Management guidelines under the JCAHO Environment of Care & Leadership standards, Hazardous Materials Response & Training according to OSHA guidelines and maintaining an effective response to local and regional disaster situations. This role is strongly linked to community involvement and functions in a leadership role in emergency management activities. Clinical and facilities needs are strongly emphasized in all aspects of the job.


Must be licensed in the State of Oregon as a Registered Nurse or be Registered or Certified by the National Board of Respiratory Care (NBRC) with a current Oregon State Respiratory Care Practitioner (RCP) license. (BLS, ACLS, PALS, and NRP certifications accepted). Master's degree in related field preferred.
Minimum five years of nursing and/or respiratory therapy experience.
Intermediate/Advance computer skills with an emphasis on MS Word, Excel, PowerPoint, Visio.
Strong interpersonal and communication skills, both verbal & written.
Policy & procedure development and implementation experience.
Training program development and implementation experience.
Hazardous Materials Operations Training documented within previous two years.
Incident Command System training and experience.

Knows, understands, incorporates, and demonstrates the Organization's Mission, Vision, and Values in behaviors, practices, and decisions.
Coordinates the Emergency Management Program according to current JCAHO/OSHA/NPFA standards and other applicable state and federal regulations.
Manages Hazardous Materials Emergency Training Program, including initial and annual decontamination training, initial and annual operations training, initial and annual awareness training, and Respiratory Program according to OSHA standards.
Manages Incident Command System, including program revisions and initial and ongoing training to Leadership.
Develops and maintains policies and procedures for emergency management activities.
Communicates Emergency Management Summary of Activities to Senior Management.
Reports Performance Improvement activities to Performance Value Council in conjunction with Safety Committee.
Coordinates disaster response programs and coordinates semi-annual disaster exercises.
Facilitates Emergency Management training including tabletop exercises, new employee education, management training, and incident command training.
Maintains a mutual memorandum of understanding with other facilities and agencies for emergency management activities.
Acts as public liaison for community and regional events and assists Public Relations staff in preparing responses to events.
Writes and coordinates grants for emergency functions of the hospital.
